pw_{protobuf_compiler,rpc}: Use hermetic protoc
Changes pw_protobuf_compiler so it can pull the path to protoc from the
PROTOC environment variable, and changes pw_rpc tests to properly set up
the environment such that the hermetic protoc binary is used.
