pw_bluetooth: Separate LEAddressType and LEExtendedAddressType

The HCI_LE_Extended_Advertising_Report contains an address_type with an
0xFF field for no address provided (anonymous advertisement). This value
isn't included in other address type fields (e.g. in
HCI_LE_Advertising_Report). This change separates out the two types so
that we don't accidentally use a reserved value where we shouldn't.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
