zephyr: Remove unecessary toolchain downloads & filter invalid targets The CIPD copy of the Zephyr SDK already includes the toolchains. The extra -t all was forcing the download. Windows & Mac cannot run the native_posix and native_sim platforms, so we need to filter those based on the OS.
