third_party/emboss: Reconfigure deps & add cflags to config

- Add disable_warnings config for cpp_utils.
- Use PW_DASSERT instead of PW_DCHECK in default_config,
  which is safer for headers.
- Upgrade cpp_utils from dep to public_dep of
  emboss_cc_library-generated source_set.
- Reclassify headers as public headers instead of sources
  of cpp_utils target.
- Add cflag to include pw_assert/assert.h needed for
  PW_DASSERT in default_config.
- Move dep on pw_assert to default_overrides, a default
  target for pw_third_party_emboss_CONFIG parameter.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
