pw_env_setup: arm-gdb: propagate errors

Currently errors from the arm-none-eabi-gdb real binary are silenced
in the wrapper and this makes it hard to debug issues when using
arm-none-eabi-gdb in scripts.

This change changes the wrapper behavior to propagate run errors from
the real arm-none-eabi-gdb. Don't use exceptions (i.e. set check to
False for subprocess.run) to avoid obfuscating the output.

Also, use the standard signal.SIG_IGN instead of the the custom empty
lambda for ignoring interrupt signals.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
