pw_allocator: Rename TrackingAllocatorImpl This CL continues the migration of `TrackingAllocator` by: 1. Dropping the now unneeded class that tracked `AllMetrics`. 2. Renaming `TrackingAllocatorImpl` to `TrackingAllocator`. 3. Aliasing `TrackingAllocator` as `TrackingAllocator`.
