C++14 toolchain - Create the pw_strict_host_clang_debug_cpp14 toolchain for testing code with C++14. - Only add pw_string:builder dependency to pw_unit_test when building with C++17 or newer. - Update some tests to compile with C++14. - Add the default target and cpp14_compatibility to the gn_full_build_check presubmit step.
