pw_allocator: Soft-deprecate heap_viewer.py

The heap_viewer.py tool needs to be updated and better integrated into
developer workflows. Until that's completely, this CL adds a warning to
the tool itself, and removes its documentation. The documentation has
been copied to the associated bug in the event it is needed in the
future.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
