pw_toolchain: Support conditionally creating mapfiles Thio adds `link_generate_map_file` to generate_toolchain. `link_generate_map_file` makes map file generation optional (can disable it by setting the flag to false) since on some platforms we may not want to generate a potentially large mapfile.
