third_party: Add public configs for FuzzTest deps A subsequent CL will add dedicated toolchains for building fuzzing engines such as FuzzTest without fuzzing instrumentation. The public configs of the engine targets are not and should not be propagated across toolchain switches, so dedicated GN config targets are needed to provide those configs to targets in other toolchains.
