pw_build: pw_python_distribution package_data

Adds two new options for pw_python_distribution's setup.cfg
generation:

- include_extra_files_in_package_data: Will add files listed under
  extra_files in the setup.cfg file.

- auto_create_package_data_init_py_files: Controls if __init__.py
  files are auto-created in the generated package output.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
