build: Disable integration tests unless on Linux

Some macOS systems are not able to run integration tests due to issues
creating ports. Disable integration tests unless on Linux with the GN
arg pw_RUN_INTEGRATION_TESTS. In presubmit, though, only disable
integration tests on Windows.
