docs: Tidy up build system docs Just some small assorted fixes: 1. Remove the CMake and Bazel subsections under "The GN Build" by promoting CMake it its own stub section and deleting the Bazel section altogether. 2. Remove any references to no longer existing Bazel platforms. 3. Fix some formatting errors.
