roll: pigweed pw_bluetooth_sapphire: Remove dead declarations and open_slots_ in APCF

Remove the unused open_slots_ tracking map from AdvertisingPacketFilter
along with unimplemented MemoryAvailableFor* declarations and the unused
BuildUnsetParametersCommand method.
