pw_time: Read Zephyr tick rate from Kconfig in Rust backend

pw_time_backend_zephyr previously hardcoded TICKS_PER_SEC to 10000 with
a static_assert requiring CONFIG_SYS_CLOCK_TICKS_PER_SEC == 10000, which
prevented pw_time from building on Zephyr boards configured with any
other system clock tick rate.

Use rust_bindgen on zephyr/autoconf.h so SystemClock::TICKS_PER_SEC
reads CONFIG_SYS_CLOCK_TICKS_PER_SEC directly from Kconfig.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
