Update taskSELECT_HIGHEST_PRIORITY_TASK macro for SMP (#777)

* Move the configUSE_PORT_OPTIMISED_TASK_SELECTION check to FreeRTOS.h
* SMP also use taskSELECT_HIGHEST_PRIORITY_TASK macro
