The option (whose default value is false) is used to switch the AIDL compiler from the custom-build one one to the upstream AOSP AIDL compiler, which supports more new language features that the former doesn't provide. This repository contains the Starlark implementation of Android rules in Bazel.
The rules are being incrementally converted from their native implementations in the Bazel source tree.

To use the new Bazel Android rules, add the following to your WORKSPACE file:
