Fix `rules_java` presubmits

 - Update to `java_tools` `v13.12` (was missing a load for java_binary)
 - Disable building `rules_java` docs with Bazel@HEAD.
   Protobuf (needed by stardoc) is currently broken with Bazel@HEAD because of deleting the python & java rules. Unless we want to patch protobuf locally (as in Bazel), we need to wait for a final protobuf release.
