feat(pypi): pip.defaults API for customizing repo selection 2/n (#2988) WIP: stacked on #2987 This is adding `constraint_values` attribute to `pip.configure` and is threading it all the way down to the generation of `BUILD.bazel` file of for config settings used in the hub repository. Out of scope: - Passing `flag_values` or target settings. I am torn about it - doing it in this PR would flesh out the design more, but at the same time it might become harder to review. - `whl_target_platforms` and `select_whls` is still unchanged, not sure if it is related to this attribute addition. This repository is the home of the core Python rules -- py_library, py_binary, py_test, py_proto_library, and related symbols that provide the basis for Python support in Bazel. It also contains package installation rules for integrating with PyPI and other indices.

Examples live in the examples directory.
The core rules are stable. Their implementation is subject to Bazel's backward compatibility policy. This repository aims to follow semantic versioning.
The Bazel community maintains this repository. Neither Google nor the Bazel team provides support for the code. However, this repository is part of the test suite used to vet new Bazel releases. See How to contribute page for information on our development workflow.
