dwc2: serialize slave TX FIFO writes and flushes across cores (#4234)

On dual-core targets the slave-mode ISR TX FIFO write and the TX FIFO flush ran unlocked against the task on the other core, truncating packets (#4229). Take usbd_spin_lock around both.
