Skip the GPIO 26-29 IE disable on non-RP2040 builds again

A board header can set PICO_RP2040_B0_SUPPORTED even when building for
RP2350 (the Bazel checks build rp2350 with PICO_BOARD=pico), which
registered runtime_init_rp2040_gpio_ie_disable without its implementation.
