mgmt/mcumgr/lib: Add MCUMGR Parameters command to OS group Adds new command that allows to retrieve MCUMGR parameters. Currently the command returns MCUMGR buffer size and count. Signed-off-by: Dominik Ermel <dominik.ermel@nordicsemi.no>
