drivers: ethernet: stm32: Add support for SOC H7RS-Family

Add SOC_SERIES_STM32H7RSX to applicable Kconfig parameters and enable
use of .eth_stm32_desc and .eth_stm32_buf linker sections for ethernet
dma.
