samples: video: Add TCP server sink sample This samples captures frames from video capture device (in any format), and sends them to its TCP client. Tested with: - mimxrt1064 + MT9M114 video sensor. - Gstreamer 1.8.3 running on host Signed-off-by: Loic Poulain <loic.poulain@linaro.org>
