logging: Fix control macros for FRONTEND_ONLY case When only frontend is used, core initialization and panic notification should still be called. Before that change macros for that were empty when CONFIG_LOG_FRONTEND_ONLY=y. Signed-off-by: Krzysztof Chruscinski <krzysztof.chruscinski@nordicsemi.no>
