arch/riscv: Add IPI support Use CLINT to send interrupts to another CPU. SMP support is kinda incomplete without it. This patch only enables it for riscv-privilege platforms - specifically, "virt" one. Signed-off-by: Ederson de Souza <ederson.desouza@intel.com>
