Kconfig: Introduce RISCV_HAS_CLIC Introduce a new RISCV_HAS_CLIC symbol for platforms using CLIC, reorganize the Kconfigs and make the Nuclei ECLIC depending on the new symbol. Signed-off-by: Carlo Caione <ccaione@baylibre.com>
