docs: Sync docs for QEMU runner and boards

Update bazel/docs/ztest_status.md, bazel/docs/feature_parity.md, and
bazel/docs/dependency_tracking.md to reflect Step 3 QEMU runner and
board additions:

- Document QEMU execution support in ztest_runner_core.py across
  qemu_cortex_m3, qemu_malta, qemu_riscv32, qemu_cortex_a53, and
  qemu_x86 (increasing runnable ztest packages from 297 to 362 / 693).
- Update Section 2 self-test status for tests/ztest/* on
  qemu_cortex_m3 and remove resolved roadmap item 1 and hardcoded
  generate_app_smem_unaligned_linker limitation.
- Update feature_parity.md and dependency_tracking.md for per-binary
  app_smem_unaligned.ld generation, x86 table generation, and
  Kconfig-driven RISC-V extra_toolchain_args.
