doc: document new submanifests folder Add a reference to the README and the folder itself from the modules page. This is a more permanent alternative to using ZEPHYR_EXTRA_MODULES for west users, so it logically belongs here. Signed-off-by: Martí Bolívar <marti.bolivar@nordicsemi.no>
