compiler: add xcc as a standalone compiler XCC is based on xcc, but is nothing like gcc and his many differences. Instead of ifdeffing the gcc code with Xcc specifics, maintain it standalone. Signed-off-by: Anas Nashif <anas.nashif@intel.com>
