Bluetooth: Controller: Fix Extended Scanning filter for ADV_EXT_IND PDU Fix Extended scanning filter implementation to permit ADV_EXT_IND PDUs without AdvA so that AUX_ADV_IND PDU can be received and to filter that PDU based on whether AdvA is present.
