include dt-bindings: ra-elc: improvide doxygen documentation

Exposing over 5,000 symbols in the public docs doesn't make sense and
it's recommended to instead provide meaningful "prose" explaining the
naming scheme of the symbols and then hide the symbols themselves from
the public docs.
