test: drivers: counter_basic_api: Enable TPM test

This patch enable TPM on frdm_mxw71 and mimxrt1180_evk/cm33

This patch covers following test cases:
- test_all_channels
- test_multiple_alarms
- test_set_top_value_with_alarm
- test_single_shot_alarm_notop
- test_single_shot_alarm_top
- test_valid_function_without_alarm
- test_set_top_value_without_alarm
