[roll third_party/pigweed] pw_chrono: simplify RTOS SystemClock backends Simplifies the SystemClock backends for FreeRTOS, ThreadX, and embOS using the updated pw::sync::SpinLock facade which has a constexpr constructor which removes the need for special early boot handling.
