[roll third_party/pigweed] pw_thread: Incease the sleep duration in tests We are seeing flaky tests probably because of system loading. Adding another long arbitrary duration for the cases that do not expect to block the execution, which gives more buffers to the tests. Keep the short arbitrary duration for cases that need to wait. The test time does not expect any differences after the change.
