[roll third_party/pigweed] pw_rpc: Hold lock while calling internal on_completed wrapper - Hold the lock while invoking a wrapped on_completed function. The wrapped function decodes the proto to a struct and then releases the lock before calling the user's callback. - Remove duplicate active() checks in Nanopb and pwpb call classes.
